Between Innovation and Real Estate Valorization: The Controversial Trajectory of a Technological Park in Recife Antigo, Brazil

This article analyzes the Porto Digital Project, located in the historic district of Recife, Brazil, understanding it as a form of local appropriation of the National Informatics Policy. Complemented with state and municipal instruments, the project mobilizes a coalition of interests that has been expanding over its 20 years of existence, transforming the geography and the value of the built environment in the Historic Center of Recife (CHR). Based on employment data in the software sector of ten selected Brazilian capitals, for comparative analysis of the dynamism of firms in the sector, and on real estate data to verify the appreciation of properties located in the various neighborhoods of CHR, we concluded that the articulation of federal, state and municipal policies led to an agglomeration of software firms, in which real estate appreciation is observed more than technological dynamism and competitiveness, reflecting its historical condition as a peripheral metropolis.Published
