Abstract

The literature specialized in the sectorial trajectories of software and computer services, indicates that in the last decades, offshoring and outsourcing processes have allowed the incorporation of different countries to the global production of software. At the same time, the development of the sector in each country is related to local elements, such as the characteristics and capabilities of the existing actors in a particular city. This article aims to analyze the operational dynamics of institutional networks around the development of software and computer services in Tandil (Argentina), during 2003-2018. Qualitative and quantitative approaches are combined, focused on the analysis of semi-structured interviews with key informants. The theoretical-methodological approach articulates various perspectives, such as the analysis of social networks and local innovation systems theory. The purpose is to contribute to studies on institutional networks in knowledge-intensive sectors in Argentinean cities.
