Resumen

The first part of this paper is devoted mainly to describe the problems related with squatter settlements in Latin America. It shows also the importance that desindustrialization of the economies has had in the process of informalizing the employment and thus perpetuating the poverty condition of over 50% of the population. This large portion of families tend to live in a separate urban reality, beyond reach of official development plans and relies mainly on its own inventive and organizational capacity in order to survive and reproduce. It is this type of settler that lives in squatter settlements in metropolitan areas. The posing of this analytical model devised for the sector points out some key issues in the discussion in Latinamerica. These are the role of municipalities in a new developmental scheme, the reactivation of underutilized resources, task in which community participation appears as very important; access of the poor to land and urban infrastructure; and development of new adequate technologies for the problems posed by these settlements.
