“Urban poverty” is approached from an ethical perspective with the intention of arousing a “collective consciousness”. The author suggests that an adequate language, made up of a series of striking images, is needed to motivate society and government. Two concrete cases of urban environmental disaster are presented, wherein society and government provide a useful response to the problematique.
