This author analizes from a juridical point of view whether the territorial descentralization policy implies the path from unitarism to federalism. In a context with an increasing demand for advancing from situations of administrative desconcentration to moments of regional political descentralization this is an issue that must be confronted. The conclusion of the article points towards intermediate position in this dualistic situation.
