Boisier points that the Region of Valparaíso must assume with decision the solution of four basis problem that contraint its development. These problems deal with the need to increase the ability of the region to channel national resources; the creation of a regional capability to analize economic policies with the aim to protect economical the region; the social and politic building of the region and the definition of a "modus vivendi" with Metropolitan Regional adjacent to it.
