This paper constitutes the concluding remarks of a Seminal focused on the role of non government organizations in the provision of housing for the poor in Latin America. In its first section it poses five issues, mainly: the failure of traditional housing policy in facing the needs of the population; the different actors involved in any such process, their rationalities and their roles; the “pobladores” themselves, in their organizations; the financement problems associated with dealing with such problems; and the required interconexion and coordination among agencies, organizations and actors. Steming from this analysis, a set of recommendations is proposed dealing with appropriate strategies and measures to cope with the problems.
